Usually a pop up bar will pop up intending for you to want to quickly get rid of it so perhaps you fill out the information right away by quickly hitting a button, a name, or even accidentally clicking on the pop up ad creating more pop ups for the future. Many occur on porn cites in hope to show the user a new upcoming advertisement.  

The actual pop up window itself has commonly been maintained existence by JavaScript by using cross-site scripting or another common name is by using Adobe Flash.
